The Environmental Partnership and Development Program is intended to develop and create a sound business climate and maintain the relationship that motivates the growth of mutually supporting conditions between State-Owned Corporations, cooperatives, and private parties, as well as motivates cooperatives and small-scale businesses as people’s economic institutions to implement, increase, and develop their business more effectively and efficiently, delivering the greatest value to their members and surrounding communities.

It is also targeted to create wider business and employment opportunities for small-scale businesses and cooperatives in rural communities, as well as to implement more rational and efficient management systems accompanied by capability improvements in capitalization, personnel, administration, finance, and entrepreneurial independence. The 2007 development prioritized small-scale businesses—individuals, entities, and cooperatives (Rural Unit Cooperatives)—particularly prospective independent Rural Unit Cooperatives.
